Ramón Andrade is a Partner at Ponte Andrade & Casanova (PAC), where he leads the energy, natural resources, and project finance practice. He advises operators, investors, and lenders on the legal architecture of Venezuela's oil sector reopening, including the 2026 Hydrocarbons Law reform and the OFAC General License framework, and has published on it in the refereed journal Oil, Gas & Energy Law. He was an equity partner at Norton Rose Fulbright for 17 years and Director of Special Assets & Restructuring at CAF (Development Bank of Latin America), managing a US$300 million portfolio of energy, power, and infrastructure assets.
