Petroleum Engineer, graduated from La Universidad del Zulia, in Maracaibo, Venezuela. Holds a Master of Science degree in Petroleum Engineering, from Texas A&M University, College Station, Texas, United States of America. He has 33 years of experience in the National and International Petroleum Industry.

In 1993, he began his career as a Reservoir Engineer at the subsidiary CORPOVEN S.A. in Eastern Venezuela and worked for 31 years for Petróleos de Venezuela (PDVSA). He has participated in conferences, forums, international projects, and works related to the Energy and Hydrocarbons sector in more than 30 countries across America, Europe, Asia, and Africa. Throughout his career, he has held various relevant technical, administrative, and executive positions, among which the following stand out:
• Member of the Board of Directors of Petróleos de Venezuela (PDVSA).
• Vice President of Exploration and Production of PDVSA.
• Vice President of International Affairs of PDVSA.
• President of PDVSA Europe.
• President of PDVSA America.
• Executive Director of PDVSA Western Division (Occidente).
• Reserve Quantification Manager of the Orinoco Magna Reserva Project.
• Manager of the Carabobo and Ayacucho Divisions of the Orinoco Oil Belt
(Faja Petrolífera del Orinoco).


He is a specialist in Reservoir Engineering and the Exploitation of Light, Medium, Heavy, and Extra-Heavy Crude Oil, and Gas Fields, Reservoir characterization, Production operation, as well as in Artificial Lift Methods. Over the past 4 years, he has served as an Advisor and Consultant in the Energy and Hydrocarbons Sector.
