Oresa Charles
Managing Counsel, Latin America and Caribbean,

Oresa Charles is Managing Counsel for bp’s upstream businesses in Latin America and the Caribbean, leading the legal teams supporting operations and growth across Trinidad and Tobago, Brazil and Venezuela. A national of Trinidad and Tobago, she works at the centre of the region’s gas agenda, advising senior leadership on the commercial, regulatory and cross-border frameworks through which shared gas resources are brought to market.
She has practised at the Trinidad and Tobago Bar for 25 years, including 18 years in the energy industry, and holds a law degree from the University of the West Indies and a Master of Laws in Natural Resources Law and Policy from the University of Dundee, Scotland — a grounding in the licensing, unitization and state-to-state frameworks that govern shared resource development. She joined bp Trinidad and Tobago in 2018.
Oresa has led the legal delivery of some of the region’s most significant cross-border gas developments, including the Cocuina Licence and the Loran Phase II agreements, negotiated with governments, national oil companies and international partners across the Trinidad and Tobago–Venezuela maritime boundary. She also led legal support for the corporate and commercial restructuring of the Atlantic LNG facility, a cornerstone of the region’s gas monetization architecture, alongside upstream partnership and gas commercialization agreements and the Trinidad Solar project, the largest utility-scale solar power plant in the Caribbean.
This work has placed her at the heart of the collaboration cross-border gas requires — aligning two states, multiple licence holders and their respective regulatory and fiscal regimes, and converting that alignment into bankable commercial structures.
Outside work, Oresa enjoys time with family and friends, travels widely and is a committed champion of the arts.
