Carlos Bellorin
Carlos Bellorin is an Executive Vice President on the Energy Trends & Analysis team at Welligence Energy Analytics based in London. He’s focused on global research spanning oil markets, corporate strategy, regulatory developments, and advisory services. Carlos regularly provides strategic advice to companies, Ministries and hydrocarbons regulatory agencies on a wide range of upstream and policy-related matters.
Prior to joining Welligence, Carlos spent 15 years at S&P Global Commodity Insights as an Associate Director. Earlier in his career, he worked as external legal counsel for oil and gas companies and served as in-house counsel on two major upstream developments in Venezuela’s Orinoco Oil Belt.
Carlos has taught the "International and Comparative Petroleum Law and Contracts" module for over a decade at Sciences Po in Paris and Queen Mary University of London. In 2023, he was appointed Honorary Fellow of the University of Dundee’s CEPMLP.
Carlos also sits on the Editorial Board of the Journal of World Energy Law & Business jointly published by the AIEN and Oxford University Press.
Carlos holds a law degree from the Universidad Catolica 'Andres Bello' and a LLM in Petroleum Law and Policy awarded by CEPMLP, the University of Dundee.
